The target countries and regions shall be 98 countries and regions such as the United States, China, and South Korea. Immigration workers, including Japanese returnees from this country or region, are exempted from immigration inspections and waiting at home.

According to the Statistics (preliminary figures) of the Immigration Bureau, 259,062 returned and entered the country in April, of which 101,504 Japanese returnees, 46,889 foreign students and 37,689 technical intern trainees. On the 26th, the Ministry of Foreign Affairs reduced 36 countries and regions such as the United States from "Level 2" (unnecessary and non-urgent travel self-restraint) to "Level 1" (be careful about travel) with infectious disease hazard information (4 levels).
