If you have already been vaccinated, you can move across prefectures even under the declaration.

　The government has decided to gradually relax the restrictions on behavior from October onward in line with the progress of the new coronavirus vaccination. If the vaccine has already been vaccinated even in areas where the infection has spread, in principle, movement across prefectures will be permitted and the maximum number of people that can be accommodated at the event will be raised. We will also relax the restrictions on the provision of alcohol at restaurants and promote efforts to restore daily life. It is expected that the basic policy including such contents will be decided tomorrow.

　Prime Minister Suga is eager to normalize the economy, and the basic policy is to start a demonstration experiment in October and to start full-scale easing after November.

The government is currently requesting to refrain from traveling across prefectural borders, such as travel and business trips, in areas subject to the state of emergency. In the original plan, those who have completed vaccination are excluded from the request for self-restraint.

Even in large-scale events, measures such as tracking close contacts with a QR code will be taken, and the limit of 5,000 people will be relaxed in the area where the declaration is issued, provided that vaccination and the presentation of negative proof are required.

Regarding food and drink, restrictions on the provision of alcohol and business hours will be relaxed for restaurants that have been certified for infection control. We are also considering relaxing the number limit such as "up to 4 people" on condition of vaccination and negative proof.

If there is a risk of spreading the infection due to an epidemic of a mutant virus, the regulation will be tightened again.

　

On the 9th, the government is coordinating to decide the basic policy in line with the decision to extend the state of emergency in the metropolitan area.

In anticipation of easing restrictions on behavior on the premise of vaccination, guidelines for using the vaccination certificate in Japan will be announced soon. It is widely used for discounting products and entering stores but requires uninoculated people not to be unfairly discriminated against in employment or admission.

Meanwhile, the government will also decide to review the indicators that assess the status of infection. In addition to the five items such as the number of newly infected people, the number of home care recipients, and the number of patients with moderate illness are being considered as reference indicators. The policy is to place more emphasis on the medical system and decide whether to issue or cancel an emergency declaration.
